DePaul University Names New Executive Vice President

Scott L. Scarborough, a strategic business administrator with 17 years of auditing, accounting and business affairs experience, has been elected DePaul University’s new executive vice president for Operations following a national search.

The 40-year-old Texan joins DePaul’s three-member executive team and assumes responsibility for financial, auditing and legal activities, facility operations, information technology, human resources and community and governmental relations.

The Rev. John P. Minogue, C.M., DePaul president, hailed Scarborough’s arrival. “Scott has a great resonance with the Vincentian mission of DePaul,” he said. “He has already demonstrated his dedication to focusing our resources on the academic mission that puts students’ learning and development at the center of our efforts.”

Scarborough takes the reins from Kenneth A. McHugh, who stepped down after more than 20 years as DePaul’s top business and operations executive. McHugh will maintain close ties to DePaul as a consultant while expanding his involvement in the College of Commerce’s new Real Estate Center.

Prior to joining DePaul, Scarborough served as chief executive officer of the Texas Treasury Safekeeping Trust Company, an investment management and custody services company that manages more than $30 billion in assets. He also worked for 10 years in the University of Texas (U.T.) system, including five years as vice president for business affairs and chief financial officer at U.T. Tyler.

At Tyler, he streamlined business processes to improve services, guided campus master planning and managed the planning and construction of more than $80 million in new academic and recreation facilities. His financial recommendations saved the university more than $4 million during his tenure.

A certified public accountant, certified internal auditor and certified information systems auditor, Scarborough had the right mix of financial, problem-solving and communication skills as well as a balanced blend of humility and ambition.

Scarborough is eager to begin his DePaul career. “My first task is identifying any existing operational gaps and opportunities for improvement, making sure that all operations support DePaul’s goals and that we protect the university’s financial integrity long-term,” he said. “As we move forward, I’ll continue to develop my personal vision and grander plans for DePaul.”

He earned his bachelor’s degree in accounting at U.T. Austin, an MBA at U.T. Tyler and expects to be awarded a Ph.D. in strategic management from U.T. Arlington soon.
